Acting as a clearing within a birch grove, the Memorial will be a quiet place that inspires a feeling of permanence, stability and hope. A large pool of water that contains the image of the celestial constellation at the time of the attack will mark the tragedy forever in time and space and will convey the notion of peace, quiet reflection and meditation.

Each of the 184 victims is represented by a stream of water carried in horizontal water sculptures of varying length. The length of each wall-sculpture is proportional to the age of the victim at the time of the attack.
